Abstract: Aleksey Tsererin in his paper examines challenges and policy issues associated with ASEAN’s initiative to establish the Economic Community in Southeast Asia. It investigates the contributing role of the ASEAN Summit held in Сebu in 2007. During this Summit the ASEAN Economic Community Blueprint was ushered. Facing the last financial crisis, the ASEAN countries have no alternative “but to make use of regional integration”. The article aims to analyze the question whether the Economic Community will be capable of managing the new challenges of the dramatic changes in the international arena since the 1997 “ASEAN Vision 2020” was signed. This is followed by a section examining two newly established overall ASEAN economic agreements: ATIGA (ASEAN Trade in Goods Agreement) and ACIA(ASEAN Comprehensive Investment Agreement).These documents are aimed to ensure that all provisions which are necessary to ensure fulfillment of the ASEAN Economic Community goals by 2015. Abstract: Dr. A. P. Muranova’s paper is dedicated to taxation in Brunei Darussalam. It is noted that Brunei’s tax system is one of the most liberal in Asia. Brunei has the least taxes compared to other countries in the region. There are no personal income tax, no export, sales and payroll taxes. Companies are subject to corporate tax, with the rate declining in the recent years. The government encourages national private sector’s activities and foreign investment inflow through the system of tax incentives which was firstly introduced in 1975 and fundamentally revised in 2001. The Brunei International Financial Centre was established in 2000 and deals as offshore centre.

Abstract: In her paper Tatiana Miloslavskaya deals with a social and political system of modern Brunei. Since 1962 the ruling sultan Hassanal Bolkiah is the head of the state with full executive authority, including emergency powers. The sultan is also the Prime Minister of Brunei, and holds the portfolios of Defense and Finance. In March 2006 the sultan has changed Brunei’s constitution to make himself infallible under local law.
In 1991 Hassanal Bolkiah introduced a conservative ideology called Melayu Islam Beraja (MIB) or Malay Islamic Monarchy, which presents the monarchy as the defender of the faith. The Government actively promotes adherence to Islamic values and traditions among its Muslim population. The Ministry of Religious Affairs is responsible for propagating and reinforcing the Shafi’i beliefs and practices as well as enforcing Shari’a law, which existed alongside secular laws and was applied only to the Muslims. Islamic authorities organized a range of dakwah or proselytizing activities and incentives to expand and propagate Islam.

Abstract: In her paper Dr. L. Stefanchuk considers the problem of Maori – the endogenous population of New Zealand, which belongs to the Polynesian ethnic family. The key moments of its evolution are singled out. The first stage covers the late 19 th – early 20 th century when extinction of the Maori stopped and a source of living was found. The first stage is connected with urbanization which immensely influenced demographic, social and professional structure of the Maori population. The greatest changes took place in the middle 1970 th with spiritual renaissance of the Maori, revival of their language and culture, restoration or compensation of their rights due to setting up of Waitanga tribunal. At the current stage the Maori amount to 14% of the country’s population. They established their political party, which won 5 seats at the latest parliamentary elections and wage a successful struggle for the real equality of the Maori and the New Zealand citizens of British origin.
