Annotation: The paper studies the making and development of “welfare state” in New Zealand, starting from the reforms of a liberal government in 1890-1912. The author analyses a range of viewpoints on the nature of the state making in the country from the concept of “state socialism” to “state capitalism”. The Liberal party’s undertakings were continued by the Labour party government (1935-1949) with its governance matching the liberals’ rule by the rate of reforms. Both endeavored to make economic and social life stable, protecting all the citizens from any cataclysms. The Liberal government turned the New Zealand into an “advanced world democracy” and the Labour party government reforms turned it into a “welfare state”.
