О НОВОЙ КОНСТИТУЦИИ МЬЯНМЫ/БИРМЫ И НАМЕЧЕННЫХ НА 2010 Г. ВСЕОБЩИХ ВЫБОРАХ

Аннотация: Статья посвящена новой конституции Мьянмы (2008) и планируемых всеобщих выборов (2010) и состоит из нескольких частей. Одной из главных является, конечно, рассмотрение и оценка самой Конституции с ее плюсами и минусами. Другая посвящена предыстории конституционного процесса, в то время когда в Мьянме был военный режим. В статье также рассматривается сложившаяся политическая ситуация в стране, поскольку сообщения о выборах появились в прессе в 2007-2009 гг.

 
Annotation: Dr. Vladimir Vasiliev's article on the new Myanmar's Constitution (2008) and planned general elections (2010) comprises several topical parts. One main is, of course, the consideration and assessment of the Constitution itself with its pros and contras. Another is a short prehistory of the constitutional process during the military rule in Myanmar. The article also deals with prevailing political situation in the country since reports on the Constitution and elections appeared in the press in 2007-2009. Also is considered the reaction to the Constitution inside and outside Myanmar. Some people are against the Constitution, because of predominance of the army, some are for it and for participation in the general elections, some are hesitant and insisting first on amendments to the Constitution. Still another topic came rather unexpectedly - it is a changed attitude of the US to the "Burma question" - under Obama's administration, which has chosen the line of engagement (dialogue) with the junta government while not lifting immediately US sanctions against it. The author is of the opinion that whatever the criticisms of the new Constitution, it is a major political event in Myanmar which should be used to save the country from its deep-seated political and moral crisis. History does not end at the first term of office of a mixed military-civilian government in Myanmar after the elections. Myanmar's opposition participation in the constitutional phase of development will enchance the process. Anyway "the game is worth the candles".
