Annotation: In her paper Tatiana Miloslavskaya deals with a social and political system of modern Brunei. Since 1962 the ruling sultan Hassanal Bolkiah is the head of the state with full executive authority, including emergency powers. The sultan is also the Prime Minister of Brunei, and holds the portfolios of Defense and Finance. In March 2006 the sultan has changed Brunei's constitution to make himself infallible under local law. In 1991 Hassanal Bolkiah introduced a conservative ideology called Melayu Islam Beraja (MIB) or Malay Islamic Monarchy, which presents the monarchy as the defender of the faith. The Government actively promotes adherence to Islamic values and traditions among its Muslim population. The Ministry of Religious Affairs is responsible for propagating and reinforcing the Shafi'i beliefs and practices as well as enforcing Shari'a law, which existed alongside secular laws and was applied only to the Muslims. Islamic authorities organized a range of dakwah or proselytizing activities and incentives to expand and propagate Islam.
