The Exodus of the Bengali-Rohingya people from Myanmar: who is to blame and what to do?

Annotation: The article gives a brief historical retrospective of relations between the Аrakаnese and Bengalis in Rakhine state (Arakan) since the colonial period. The author concludes that the root causes of the conflict were the policies and actions of the British colonial administration. Special attention is paid to the emergence of paramilitary groups among the Bengalis in the period of recent history. The article describes in detail attempts to resolve this protracted conflict, in particular the recommendations of the Commission headed by former UN Secretary General Kofi Annan.
