The Final Phase of the Civil War in Cambodia (1993-1998)

Annotation: The article considers the final phase of the civil war in Cambodia which coincided with the first five years of the existence of a new state – the Kingdom of Cambodia (1993-1998). The so called win-win policy developed by Prime Minister Hun Sen contributed to the success of combatting the Khmer Rouge movement which continued to carry out armed actions against legitimate authority. The article shows that the policy involved the implementation of a five letter (DIFID) strategy: divide the movement, isolate its key components by taking away support at the local level, finish armed action, integrate those combatants who lay down their arms and develop areas of compact habitation.
