Formation of the Philippine Diaspora Policy: Institutional Aspects

Annotation: The article studies the policy of the Philippines in relation to its huge diaspora from the perspective of the effectiveness of state institutions. The authors proceed from the position that the effectiveness can be assessed from the prospect of their capabilities to protect migrants and to maintain diaspora`s sense of belonging to the motherland. The paper describes unique programs for migrants and those wishing to leave, as well as the state's ability to ensure a safe stay abroad and facilitate the repatriation process.
