Annotation: The paper describes the Russian policy in the field of education in relation to foreign students and applicants. It provides general information regarding all international students in Russia, and also analyzes Russia's policy to provide budget places directly to Filipino citizens. A separate issue is considered to what extent this sphere of the foreign policy of our country is important, how significant it is for the implementation of “soft power” in building the image of Russia in remote regions and non-CIS countries. The work provides examples of how average Filipino citizens see Russia, describes how their opinion is formed on this issue, and analyzes how strengthening ties in the field of education and culture can contribute to favorable changes in the understanding of Russia by Filipinos.
