Annotation: The article is based on archival documents and with their help an important and little-studied period of Soviet-Cambodian relations from 1970 to 1979 is reconstructed. The contradictory nature and internal conflicts of Soviet policy are shown, which did not allow the USSR to play a significant role in the events and processes taking place in the country.
