From Hyogo to Sendai: Integrating International Approaches to Disaster Risk Reduction in AADMER 2021–2025

Annotation: The article analyzes the Hyogo Framework for Action (2005–2015) and the Sendai Framework for Disaster Risk Reduction (2015–2030), which are significant for international policy, in the context of the implementation of their provisions in the Work Program of the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) for 2021–2025. The study is based on the methodology of comparative analysis of policy documents and includes an assessment of the goals, implementation mechanisms and achieved results of the programs. Particular attention is paid to the evolution of approaches to risk management, adaptive management, expanding areas of responsibility and deepening international cooperation.
