Japan’s Soft Power and Its Influence in Pacific Island States

Annotation: This article analyzes the application of Japan's soft power as a tool for strengthening its influence in the small states in Pacific. The study identifies the main components of Japan's soft power: democratic values, pacifism, cultural capital, economic and technological advantages, and a commitment to the Sustainable Development Goals (SDGs). The key channels for disseminating this soft power are characterized, including the activities of the Ministry of Foreign Affairs and the Ministry of Economy, Trade and Industry of Japan. Japan's strategic interests in the Oceania region are centered on ensuring the security of sea lanes, gaining access to natural and marine resources, and seeking diplomatic support to counter the growing influence of the People's Republic of China. This is reflected in the promotion of the “Free and Open Indo-Pacific” (FOIP) concept at the Pacific Islands Leaders Meeting (PALM). The research focuses on analyzing Official Development Assistance (ODA) projects. Using examples of infrastructure, environmental, and other humanitarian projects, the study demonstrates how grant-based aid, aligned with the priorities of the small Oceania states, contributes to the formation of a positive perception of Japan and the strengthening of its political influence in the region. The conclusion is drawn about the effectiveness of the Japanese approach, despite existing cultural and socio-economic constraints.
