Gender Equality in ASEAN Through the Lens of Regional Institutions

Annotation: This article analyzes the issue of gender equality in ASEAN from a regional institutional perspective. Through a survey of regional structures and institutions in the field of gender equality, the results show that ASEAN has achieved a significant level of institutionalization regarding gender equality. However, a gap remains between norms and the level of internal implementation. The article also points out that the characteristics of the “ASEAN Way” facilitate both regional consensus and gender mainstreaming in policy. Conversely, this approach also limits policy implementation due to the loose integration context and the low level of institutionalization. Therefore, the article assesses the prospects for regional institutional reform in the context of regional integration and pressure from global norms.
