Annotation: President Prabowo proposed to review the system of regional heads election from present straight voting to election by regional bodies. The majority objected. President called for struggle against corruption at all social levels and political system, and for radical measures against it. Critical situation still remains in two regions – Aceh where Islam laws are above state ones, and Papua with guerilla movement lasting for more than 60 years. The Army is preserving its influence in both political and economic spheres. In several cases it is substituting state bodies and organs because of low level of social confidence to political parties and state institutions. Indonesia is raising its defense capacity.
