Annotation: Dr. Y.O.Levtonova's article The Philippines: 18 months of B. Aquino III covers the reaction of the Philippines' society to the initial 18th months of B. Aquino's presidency. The author follows up the President's rating data evolution during this period. According to data presented by the National Social Weather Station (SWS), which monitors the leading politicians' rating data fluctuations, the highest level of confidence to the new administration is observed in numerous lowest social strata. Sharp drop of the President's rating is monitored in the city middle class, especially among academic and artistic intelligencia and analytical journalism. The author studies a number of publications in The Philippines Yearbook 2010, which present the opinion of liberal and left-liberal circles and critically evaluate the policy of administration of B. Aquino. The general conclusion is that it is impossible to undertake radical reforms under lasting domination of traditional elites and closely connected with them pervasive corruption which assumed systematic character.
