Features of the ASEAN Economic Community

Annotation: Aleksey Tsererin in his paper examines challenges and policy issues associated with ASEAN's initiative to establish the Economic Community in Southeast Asia. The article aims to analyze the question whether the Economic Community will be capable of managing the new challenges of the dramatic changes in the international arena since the 1997 "ASEAN Vision 2020" was signed. This is followed by a section examining two newly established overall ASEAN economic agreements: ATIGA (ASEAN Trade in Goods Agreement) and ACIA(ASEAN Comprehensive Investment Agreement).The paper also discusses the impact of two last financial crises (1997-1998 and 2008-2010) on the process of regional integration particularly the issue of elimination of non-tariff barriers. It aims to introduce the Association Position on the process of establishing the Southeast Asia Economic Community. The author in his paper also makes an attempt to shed some light on the special provisions of the ASEAN Charter connected with the process of the establishing the ASEAN Economic Community.
