Annotation: The leaders of the SRV pursuing the course of modernization pay more and more attention to integrating Vietnam in the world community. The 11 Congress of the ruling Communist party (January 2011) confirmed the will of Vietnam to secure peaceful situation indispensable for modernization and called for “diversification of international relations, initiate and actively participate in international integration.
