Annotation: This paper considers the history of the formation and the activity of the International Khmer Rouge Tribunal. The Khmer Rouge regime implemented genocidal policies in 1975-1978. The article shows that the decisions of the Tribunal are one of the key benchmarks against which the Khmer people evaluate justice and the restoration of truth. The paper also considers the specificity of the functioning of the Tribunal and the impact of external and internal factors.
