Philippines as a Target of Humanitarian Aid in a Changing World

Annotation: The paper describes the Philippines as a permanent target of humanitarian aid due to the country's exposure to frequent natural disasters, mainly in the form of typhoons and supertyphoons. Using the example of the recent (December 16, 2021) supertyphoon Ray, the consequences typical for such natural disasters, the level of damage and destruction caused by the elements are shown. An analysis is given of the work of both local authorities and humanitarian structures, as well as international humanitarian organizations providing assistance to the Filipino population and the Philippine government in eliminating the consequences of supertyphoons. The stories of eyewitnesses, people who became direct victims of typhoon Ray are noted, the whole range of difficulties that the Filipinos affected by the forces of nature are forced to cope with, both immediately after the typhoon and for many months after it, is described. In addition, the question of how the current political situation affects the work of humanitarian organizations and the provision of humanitarian assistance in the whole world is considered. The article is illustrated with photographic material taken after the typhoon Ray.
