Resilience Instruments before and during the COVID-19 Pandemic: Evidence from the EU, ASEAN and the EAEU

Annotation: The article analyzes the key issues related to the concept of resilience through the prism of the theoretical foundations of the school of political neoliberalism and an instrumental approach to political processes. Main resilience-related instruments in the policies of the EU, ASEAN and EAEU with an emphasis on the COVID-19 pandemic period are summarized, major issues in maintaining resilience are explored, instrumental resilience-related aspects in the experience of those international actors are scrutinized. Assessments on main difficulties in the conceptualization of resilience, as well as relevant to the experience of regional dialogue platforms, are carried out. The authors argue that the empirical data obtained so far are fragmented and insufficient for insightful conclusions and assessments. This factor, however, increases relevance, practical significance and academic novelty of the research, as its authors have attempted to explore a topic that has not been in the focus of comprehensive research and the subsequent conceptualization.
