Annotation: The paper studies ASEAN+3 financial strategy in 2013 with special attention to the reform of the 4th world monetary and financial system and the role in the process of this regional integration group. Its main aim is to build up a common economic community in 2015, which will mean structural reconstruction in monetary and financial system of ASEAN+ the People Republic of China + the Republic of Korea and Japan. The author analyses the trends in the world monetary and financial community, that tend to divide its monetary systems into virtual and real. The real capital is accumulated in the East while virtual – in the West. This trend will further intensify, dividing the world economic community into two.
